1 ਲੇਵੀਆਂ ਦੇ ਸ਼ਹਿਰ ਯਹੋਵਾਹ ਨੇ ਮੂਸਾ ਨਾਲ ਗੱਲ ਕੀਤੀ। ਇਹ ਮੋਆਬ ਵਿੱਚ ਯਰਦਨ ਦੀ ਵਾਦੀ ਵਿਖੇ ਯਰਦਨ ਨਦੀ ਦੇ ਨੇੜੇ ਯਰੀਹੋ ਦੇ ਪਾਰ ਸੀ। ਯਹੋਵਾਹ ਨੇ ਆਖਿਆ,

2 “ਇਸਰਾਏਲ ਦੇ ਲੋਕਾਂ ਨੂੰ ਆਖ ਕਿ ਉਨ੍ਹਾਂ ਨੂੰ ਧਰਤੀ ਦੇ ਆਪਣੇ ਹਿੱਸੇ ਦੇ ਕੁਝ ਸ਼ਹਿਰ ਲੇਵੀਆਂ ਨੂੰ ਦੇਣੇ ਚਾਹੀਦੇ ਹਨ। ਇਸਰਾਏਲ ਦੇ ਲੋਕਾਂ ਨੂੰ ਉਹ ਸ਼ਹਿਰ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਦੀਆਂ ਚਰਾਂਕਾ ਲੇਵੀਆਂ ਨੂੰ ਦੇਣੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ।

3 ਲੇਵੀ ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਰਹਿ ਸੱਕਣਗੇ। ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਸਾਰਿਆਂ ਗਾਵਾਂ ਅਤੇ ਹੋਰ ਸਾਰੇ ਪਸ਼ੂ ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਦੀਆਂ ਚਰਾਂਦਾ ਤੋਂ ਘਾਹ ਚਰ ਸੱਕਣਗੇ।

4 ਤੁਹਾਨੂੰ ਆਪਣੀ ਜ਼ਮੀਨ ਦਾ ਕਿੰਨਾ ਕੁ ਹਿੱਸਾ ਲੇਵੀਆਂ ਨੂੰ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ? ਸ਼ਹਿਰਾਂ ਦੀਆਂ ਕੰਧਾਂ ਤੋਂ ਬਾਹਰ ਵੱਲ 1,500 ਫੁੱਟ ਤੱਕ ਜਾਵੋ-ਇਹ ਸਾਰੀ ਜ਼ਮੀਨ ਲੇਵੀਆਂ ਦੀ ਹੋਵੇਗੀ।

6 ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਵਿੱਚੋਂ ਛੇ ਸ਼ਹਿਰ ਸੁਰੱਖਿਆ ਵਾਲੇ ਸ਼ਹਿਰ ਹੋਣਗੇ। ਜੇ ਕੋਈ ਬੰਦਾ ਦੁਰਘਟਨਾ ਕਾਰਣ ਕਿਸੇ ਨੂੰ ਮਾਰ ਦਿੰਦਾ ਹੈ, ਤਾਂ ਉਹ ਆਦਮੀ ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਵਿੱਚ ਸੁਰੱਖਿਆ ਲਈ ਭੱਜ ਕੇ ਜਾ ਸੱਕਦਾ ਹੈ। ਇਨ੍ਹਾਂ ਛੇ ਸ਼ਹਿਰਾਂ ਤੋਂ ਇਲਾਵਾ, ਤੁਸੀਂ 42 ਹੋਰ ਸ਼ਹਿਰ ਲੇਵੀਆਂ ਨੂੰ ਦੇਵੋਂਗੇ।

7 ਇਸ ਤਰ੍ਹਾਂ ਤੁਸੀਂ ਕੁੱਲ 48 ਸ਼ਹਿਰ ਲੇਵੀਆਂ ਨੂੰ ਦੇਵੋਂਗੇ। ਤੁਸੀਂ ਉਨ੍ਹਾਂ ਨੂੰ ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਦੇ ਆਲੇ-ਦੁਆਲੇ ਦੀ ਧਰਤੀ ਵੀ ਦੇਵੋਂਗੇ।

8 ਇਸਰਾਏਲ ਦੇ ਵੱਡੇ ਪਰਿਵਾਰ ਜ਼ਮੀਨ ਦੇ ਵੱਡੇ ਟੁਕੜੇ ਲੈਣਗੇ। ਇਸਰਾਏਲ ਦੇ ਛੋਟੇ ਪਰਿਵਾਰ ਜ਼ਮੀਨ ਦੇ ਛੋਟੇ ਟੁਕੜੇ ਲੈਣਗੇ। ਇਸ ਲਈ ਵੱਡੇ ਪਰਿਵਾਰ-ਸਮੂਹ, ਵੱਧ ਸ਼ਹਿਰ ਅਤੇ ਛੋਟੇ ਪਰਿਵਾਰ-ਸਮੂਹ, ਘੱਟ ਸ਼ਹਿਰ ਲੇਵੀਆਂ ਨੂੰ ਦੇਣਗੇ।”

9 ਫ਼ੇਰ ਯਹੋਵਾਹ ਨੇ ਮੂਸਾ ਨਾਲ ਗੱਲ ਕੀਤੀ। ਉਸ ਨੇ ਆਖਿਆ,

10 “ਲੋਕਾਂ ਨੂੰ ਇਹ ਗੱਲਾਂ ਦੱਸੋ: ਤੁਸੀਂ ਲੋਕ ਯਰਦਨ ਨਦੀ ਪਾਰ ਕਰੋਂਗੇ ਅਤੇ ਕਨਾਨ ਦੀ ਧਰਤੀ ਅੰਦਰ ਜਾਵੋਂਗੇ।

11 ਤੁਹਾਨੂੰ ਕੁਝ ਸ਼ਹਿਰਾਂ ਦੀ ਸੁਰੱਖਿਆ ਵਾਲੇ ਸ਼ਹਿਰਾਂ ਵਜੋਂ ਚੋਣ ਕਰਨੀ ਚਾਹੀਦੀ ਹੈ। ਜੇ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਹੋਰ ਬੰਦੇ ਨੂੰ ਦੁਰਘਟਨਾ ਵਿੱਚ ਮਾਰ ਦਿੰਦਾ ਹੈ, ਤਾਂ ਉਹ ਬੰਦਾ ਭੱਜ ਕੇ ਉਨ੍ਹਾਂ ਵਿੱਚੋਂ ਕਿਸੇ ਇੱਕ ਸ਼ਹਿਰ ਵਿੱਚ ਜਾ ਸੱਕਦਾ ਹੈ।

12 ਉਹ ਬੰਦਾ ਮ੍ਰਿਤ ਬੰਦੇ ਦੇ ਪਰਿਵਾਰ ਦੇ ਕਿਸੇ ਵੀ ਅਜਿਹੇ ਬੰਦੇ ਤੋਂ ਸੁਰੱਖਿਅਤ ਰਹੇਗਾ ਜਿਹੜਾ ਬਦਲਾ ਲੈਣਾ ਚਾਹੁੰਦਾ ਹੋਵੇ। ਉਹ ਬੰਦਾ ਓਨਾ ਚਿਰ ਸੁਰੱਖਿਅਤ ਰਹੇਗਾ ਜਿੰਨਾ ਚਿਰ ਤੱਕ ਕਿ ਉਸ ਬਾਰੇ ਕਚਿਹਰੀ ਵਿੱਚ ਨਿਆਂ ਨਹੀਂ ਹੁੰਦਾ।

13 ਇੱਥੇ ਸੁਰੱਖਿਆ ਵਾਲੇ ਛੇ ਸ਼ਹਿਰ ਹੋਣਗੇ।

14 ਇਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਵਿੱਚੋਂ ਤਿੰਨ ਯਰਦਨ ਨਦੀ ਦੇ ਪੂਰਬ ਵੱਲ ਹੋਣਗੇ। ਅਤੇ ਉਨ੍ਹਾ ਸ਼ਹਿਰਾਂ ਵਿੱਚੋਂ ਤਿੰਨ ਯਰਦਨ ਨਦੀ ਦੇ ਪੱਛਮ ਵੱਲ ਕਨਾਨ ਦੀ ਧਰਤੀ ਉੱਤੇ ਹੋਣਗੇ।

15 ਉਹ ਸ਼ਹਿਰ ਇਸਰਾਏਲ ਦੇ ਸ਼ਹਿਰੀਆਂ, ਵਿਦੇਸ਼ੀਆਂ ਅਤੇ ਮੁਸਾਫ਼ਿਰਾਂ ਲਈ ਸੁਰੱਖਿਆ ਵਾਲੇ ਸ਼ਹਿਰ ਹੋਣਗੇ। ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਕੋਈ ਵੀ ਬੰਦਾ, ਜਿਸ ਕੋਲੋਂ ਅਨਜਾਣੇ ਵਿੱਚ ਕੋਈ ਬੰਦਾ ਮਰ ਜਾਵੇ, ਭੱਜ ਕੇ ਇਨ੍ਹਾਂ ਵਿੱਚੋਂ ਕਿਸੇ ਇੱਕ ਸ਼ਹਿਰ ਵਿੱਚ ਜਾ ਸੱਕਦਾ ਹੈ।

16 “ਜੇ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਨੂੰ ਮਾਰਨ ਲਈ ਲੋਹੇ ਦਾ ਹਥਿਆਰ ਵਰਤਦਾ ਹੈ, ਤਾਂ ਉਸ ਬੰਦੇ ਨੂੰ ਮਰਨਾ ਪਵੇਗਾ।

17 ਅਤੇ ਜੇ ਕੋਈ ਬੰਦਾ ਪੱਥਰ ਮਾਰਕੇ ਕਿਸੇ ਨੂੰ ਮਾਰ ਦਿੰਦਾ ਹੈ, ਤਾਂ ਉਸ ਬੰਦੇ ਨੂੰ ਮਰਨਾ ਪਵੇਗਾ। (ਪਰ ਉਹ ਪੱਥਰ ਉਨੇ ਆਕਾਰ ਦਾ ਹੋਣ ਚਾਹੀਦਾ ਹੈ ਜਿਸਦੀ ਵਰਤੋਂ ਆਮ ਤੌਰ ਤੇ ਲੋਕਾਂ ਨੂੰ ਮਾਰਨ ਲਈ ਕੀਤੀ ਜਾਂਦੀ ਹੈ।)

18 ਅਤੇ ਜੇ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਨੂੰ ਮਾਰਨ ਲਈ ਲੱਕੜ ਦੇ ਟੁਕੜੇ ਦੀ ਵਰਤੋਂ ਕਰਦਾ ਹੈ, ਤਾਂ ਉਸ ਬੰਦੇ ਨੂੰ ਮਰਨਾ ਪਵੇਗਾ। (ਲੱਕੜ ਦੇ ਟੁਕੜੇ ਦਾ ਅਜਿਹਾ ਹਥਿਆਰ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ ਜਿਸਦੀ ਵਰਤੋਂ ਆਮ ਤੌਰ ਤੇ ਲੋਕਾਂ ਨੂੰ ਮਾਰਨ ਲਈ ਕੀਤੀ ਜਾਂਦੀ ਹੈ।)

19 ਮਰੇ ਹੋਏ ਬੰਦੇ ਦਾ ਕੋਈ ਜੀਅ ਉਸ ਕਾਤਲ ਦਾ ਪਿੱਛਾ ਕਰ ਸੱਕਦਾ ਹੈ ਅਤੇ ਉਸ ਨੂੰ ਮਾਰ ਸੱਕਦਾ ਹੈ।

20 “ਹੋ ਸੱਕਦਾ ਹੈ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਨੂੰ ਹੱਥ ਨਾਲ ਸੱਟ ਮਾਰੇ ਅਤੇ ਉਸ ਨੂੰ ਮਾਰ ਦੇਵੇ। ਜਾਂ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਨੂੰ ਧੱਕਾ ਮਾਰ ਦੇਵੇ। ਜਾਂ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਉੱਤੇ ਕੋਈ ਚੀਜ਼ ਸੁੱਟ ਕੇ ਉਸ ਨੂੰ ਮਾਰ ਦੇਵੇ। ਜੇ ਮਾਰਨ ਵਾਲੇ ਨੇ ਅਜਿਹਾ, ਨਫ਼ਰਤ ਕਾਰਣ ਕੀਤਾ, ਤਾਂ ਉਹ ਕਾਤਲ ਹੈ। ਉਸ ਆਦਮੀ ਨੂੰ ਮਾਰ ਦੇਣਾ ਚਾਹੀਦਾ ਹੈ। ਮਰੇ ਹੋਏ ਬੰਦੇ ਦਾ ਕੋਈ, ਜੀਅ, ਕਾਤਲ ਦਾ ਪਿੱਛਾ ਕਰਕੇ, ਉਸ ਨੂੰ ਮਾਰ ਸੱਕਦਾ ਹੈ।

21 “ਪਰ ਹੋ ਸੱਕਦਾ ਹੈ ਕਿ ਕਿਸੇ ਬੰਦੇ ਕੋਲੋਂ ਦੁਰਘਟਨਾ ਕਾਰਣ ਕਿਸੇ ਦੀ ਮੌਤ ਹੋ ਜਾਵੇ। ਉਸ ਬੰਦੇ ਨੇ ਮਰਨ ਵਾਲੇ ਨੂੰ ਨਫ਼ਰਤ ਨਹੀਂ ਕੀਤੀ ਸੀ-ਇਹ ਸਿਰਫ਼ ਇੱਕ ਦੁਰਘਟਨਾ ਹੀ ਸੀ। ਜਾਂ ਕੋਈ ਬੰਦਾ ਕੋਈ ਚੀਜ਼ ਸੁੱਟੇ ਅਤੇ ਦੁਰਘਟਨਾ ਕਾਰਣ ਕੋਈ ਮਾਰਿਆ ਜਾਵੇ-ਉਸ ਨੇ ਕਿਸੇ ਨੂੰ ਮਾਰਨ ਦੀ ਵਿਉਂਤ ਨਹੀਂ ਬਣਾਈ ਸੀ।

22 ਜਾਂ ਸ਼ਾਇਦ ਕੋਈ ਬੰਦਾ ਪੱਥਰ ਸੁੱਟੇ। ਅਤੇ ਉਹ ਪੱਥਰ ਕਿਸੇ ਅਜਿਹੇ ਬੰਦੇ ਨੂੰ ਲੱਗ ਜਾਵੇ ਜਿਸੇ ਦੇਖਿਆ ਨਹੀਂ ਸੀ ਅਤੇ ਉਹ ਬੰਦਾ ਪੱਥਰ ਨਾਲ ਮਾਰਿਆ ਜਾਵੇ। ਉਸ ਬੰਦੇ ਨੇ ਕਿਸੇ ਨੂੰ ਮਾਰਨ ਦੀ ਵਿਉਂਤ ਨਹੀਂ ਬਣਾਈ ਸੀ। ਉਸ ਬੰਦੇ ਨੇ ਆਪਣੇ ਹੱਥੋਂ ਮਰਨ ਵਾਲੇ ਨਾਲ ਨਫ਼ਰਤ ਨਹੀਂ ਕੀਤੀ ਸੀ-ਇਹ ਸਿਰਫ਼ ਇੱਕ ਦੁਰਘਟਨਾ ਹੀ ਸੀ।

23 ਜੇ ਅਜਿਹਾ ਹੋਵੇ, ਭਾਈਚਾਰੇ ਨੂੰ ਇੱਕ ਨਿਸ਼ਚਾ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਕਿ, ਕੀ ਕੀਤਾ ਜਾਵੇ। ਭਾਈਚਾਰੇ ਦੀ ਪੰਚਾਇਤ ਨੂੰ ਨਿਆਂ ਕਰਨਾ ਚਾਹੀਦਾ ਹੈ ਕਿ, ਕੀ ਮਰੇ ਹੋਏ ਬੰਦਾ ਦਾ ਕੋਈ ਸੰਬੰਧੀ ਉਸ ਕਾਤਿਲ ਨੂੰ ਮਾਰ ਸੱਕਦਾ ਹੈ।

24 ਜੇ ਭਾਈਚਾਰਾ ਮਾਰਨ ਵਾਲੇ ਨੂੰ ਮਾਰਨ ਵਾਲੇ ਦੇ ਪਰਿਵਾਰ ਤੋਂ ਬਚਾਉਣਾ ਚਾਹੁੰਦਾ ਹੈ ਤਾਂ ਭਾਈਚਾਰੇ ਨੂੰ ਉਸ ਨੂੰ ਵਾਪਸ ਸੁਰੱਖਿਆ ਵਾਲੇ ਸ਼ਹਿਰ ਵਿੱਚ ਲੈ ਜਾਣਾ ਚਾਹੀਦਾ ਹੈ। ਅਤੇ ਕਾਤਲ ਨੂੰ ਓਨਾ ਚਿਰ ਉੱਥੇ ਹੀ ਰਹਿਣਾ ਚਾਹੀਦਾ ਹੈ ਜਿੰਨਾ ਚਿਰ ਤੱਕ ਕਿ ਪਰਧਾਨ ਜਾਜਕ ਮਰ ਨਹੀਂ ਜਾਂਦਾ।

25 “ਉਸ ਬੰਦੇ ਨੂੰ ਕਦੇ ਵੀ ਸੁਰੱਖਿਆ ਵਾਲੇ ਸ਼ਹਿਰਾਂ ਦੀਆਂ ਹੱਦਾਂ ਤੋਂ ਬਾਹਰ ਨਹੀਂ ਜਾਣਾ ਚਾਹੀਦਾ। ਜੇ ਉਹ ਉਨ੍ਹਾਂ ਹੱਦਾਂ ਤੋਂ ਬਾਹਰ ਜਾਂਦਾ ਹੈ ਅਤੇ ਜੇ ਮਰੇ ਹੋਏ ਪਰਿਵਾਰ ਦਾ ਕੋਈ ਸਦੱਸ ਉਸ ਨੂੰ ਫ਼ੜ ਲੈਂਦਾ ਹੈ ਅਤੇ ਮਾਰ ਦਿੰਦਾ ਹੈ ਤਾਂ ਉਹ ਸਦੱਸ ਕਤਲ ਦਾ ਦੋਸ਼ੀ ਨਹੀਂ ਹੋਵੇਗਾ।

26 ਜਿਸ ਬੰਦੇ ਕੋਲੋਂ ਦੁਰਘਟਨਾ ਕਾਰਣ ਕਿਸੇ ਦੀ ਮੌਤ ਹੋ ਗਈ ਹੋਵੇ, ਉਸ ਨੂੰ ਪਰਧਾਨ ਜਾਜਕ ਦੀ ਮੌਤ ਤੱਕ ਉਸ ਸੁਰੱਖਿਆ ਵਾਲੇ ਸ਼ਹਿਰ ਵਿੱਚ ਰਹਿਣਾ ਚਾਹੀਦਾ ਹੈ, ਜਦੋਂ ਪਰਧਾਨ ਜਾਜਕ ਦੀ ਮੌਤ ਹੋ ਜਾਵੇ ਤਾਂ ਉਹ ਬੰਦਾ ਆਪਣੀ ਧਰਤੀ ਉੱਤੇ ਆਪਣੇ ਘਰ ਜਾ ਸੱਕਦਾ ਹੈ।

27 ਇਹ ਬਿਧੀਆਂ ਤੁਹਾਡੇ ਲੋਕਾਂ ਦੇ ਸਾਰੇ ਕਸਬਿਆਂ ਵਿੱਚ ਹਮੇਸ਼ਾ ਕਾਨੂੰਨ ਹੋਣਗੀਆਂ।

28 “ਕਿਸੇ ਕਾਤਲ ਨੂੰ ਮੌਤ ਦੀ ਸਜ਼ਾ ਸਿਰਫ਼ ਤਾਂ ਹੀ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ, ਜੇ ਇਸਦੇ ਗਵਾਹ ਹੋਣ। ਜੇ ਇੱਕ ਹੀ ਗਵਾਹ ਹੈ, ਕਿਸੇ ਬੰਦੇ ਨੂੰ ਮੌਤ ਦੀ ਸਜ਼ਾ ਨਹੀਂ ਦਿੱਤੀ ਜਾ ਸੱਕਦੀ।

29 “ਜੇ ਕੋਈ ਬੰਦਾ ਕਾਤਲ ਹੈ, ਤਾਂ ਉਸ ਨੂੰ ਮੌਤ ਦੀ ਸਜ਼ਾ ਦੇਣੀ ਚਾਹੀਦੀ ਹੈ। ਉਸਦੀ ਸਜ਼ਾ ਬਦਲਣ ਲਈ ਰਿਸ਼ਵਤ ਨਾ ਲਵੋ। ਉਸ ਕਾਤਲ ਨੂੰ ਅਵੱਸ਼ ਮਰਨਾ ਚਾਹੀਦਾ ਹੈ।

30 “ਜੇ ਕਿਸੇ ਬੰਦੇ ਨੇ ਕਿਸੇ ਨੂੰ ਮਾਰ ਦਿੱਤਾ ਅਤੇ ਫ਼ੇਰ ਸੁਰੱਖਿਆ ਵਾਲੇ ਕਿਸੇ ਸ਼ਹਿਰ ਵਿੱਚ ਭੱਜਕੇ ਚੱਲਾ ਗਿਆ ਤਾਂ ਪੈਸੇ ਲੈ ਕੇ ਉਸ ਨੂੰ ਘਰ ਨਾ ਜਾਣ ਦਿਉ। ਉਹ ਬੰਦਾ ਉਸ ਸ਼ਹਿਰ ਵਿੱਚ ਉਦੋਂ ਤੀਕ ਰਹਿਣਾ ਚਾਹੀਦਾ ਹੈ। ਜਦੋਂ ਤੀਕ ਕਿ ਪਰਧਾਨ ਜਾਜਕ ਨਹੀਂ ਮਰ ਜਾਂਦਾ।

31 “ਆਪਣੀ ਧਰਤੀ ਨੂੰ ਬੇਗੁਨਾਹ ਖੂਨ ਨਾਲ ਨਾਪਾਕ ਨਾ ਹੋਣ ਦਿਉ। ਜੇ ਕੋਈ ਬੰਦਾ ਕਿਸੇ ਨੂੰ ਮਾਰ ਦਿੰਦਾ ਹੈ, ਤਾਂ ਉਸ ਜੁਰਮ ਦੀ ਸਿਰਫ਼ ਇੱਕ ਹੀ ਕੀਮਤ ਹੈ ਕਿ ਕਾਤਲ ਨੂੰ ਮਾਰ ਦਿੱਤਾ ਜਾਵੇ। ਹੋਰ ਕੋਈ ਇਵਜ਼ਾਨਾ ਅਜਿਹਾ ਨਹੀਂ ਜਿਹੜਾ ਉਸ ਧਰਤੀ ਨੂੰ ਜ਼ੁਰਮ ਤੋਂ ਮੁਕਤ ਕਰ ਸੱਕੇ।

32 ਮੈਂ ਯਹੋਵਾਹ ਹਾਂ! ਮੈਂ ਤੁਹਾਡੇ ਦੇਸ਼ ਵਿੱਚ ਇਸਰਾਏਲ ਦੇ ਲੋਕਾਂ ਸੰਗ ਰਹਿ ਰਿਹਾ ਹੋਵਾਂਗਾ। ਮੈਂ ਉੱਥੇ ਰਹਿ ਰਿਹਾ ਹੋਵਾਂਗਾ, ਇਸ ਲਈ ਇਸ ਨੂੰ ਬੇਗੁਨਾਹਾਂ ਦੇ ਖੂਨ ਨਾਲ ਨਾਪਾਕ ਨਾ ਕਰੋ।”

1 And the Lord spake unto Moses in the plains of Moab by Jordan near Jericho, saying,

2 Command the children of Israel, that they give unto the Levites of the inheritance of their possession cities to dwell in; and ye shall give also unto the Levites suburbs for the cities round about them.

3 And the cities shall they have to dwell in; and the suburbs of them shall be for their cattle, and for their goods, and for all their beasts.

4 And the suburbs of the cities, which ye shall give unto the Levites, shall reach from the wall of the city and outward a thousand cubits round about.

5 And ye shall measure from without the city on the east side two thousand cubits, and on the south side two thousand cubits, and on the west side two thousand cubits, and on the north side two thousand cubits; and the city shall be in the midst: this shall be to them the suburbs of the cities.

6 And among the cities which ye shall give unto the Levites there shall be six cities for refuge, which ye shall appoint for the manslayer, that he may flee thither: and to them ye shall add forty and two cities.

7 So all the cities which ye shall give to the Levites shall be forty and eight cities: them shall ye give with their suburbs.

8 And the cities which ye shall give shall be of the possession of the children of Israel: from them that have many ye shall give many; but from them that have few ye shall give few: every one shall give of his cities unto the Levites according to his inheritance which he inheriteth.

9 And the Lord spake unto Moses, saying,

10 Speak unto the children of Israel, and say unto them, When ye be come over Jordan into the land of Canaan;

11 Then ye shall appoint you cities to be cities of refuge for you; that the slayer may flee thither, which killeth any person at unawares.

12 And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.

13 And of these cities which ye shall give six cities shall ye have for refuge.

14 Ye shall give three cities on this side Jordan, and three cities shall ye give in the land of Canaan, which shall be cities of refuge.

15 These six cities shall be a refuge, both for the children of Israel, and for the stranger, and for the sojourner among them: that every one that killeth any person unawares may flee thither.

16 And if he smite him with an instrument of iron, so that he die, he is a murderer: the murderer shall surely be put to death.

17 And if he smite him with throwing a stone, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

18 Or if he smite him with an hand weapon of wood, wherewith he may die, and he die, he is a murderer: the murderer shall surely be put to death.

19 The revenger of blood himself shall slay the murderer: when he meeteth him, he shall slay him.

20 But if he thrust him of hatred, or hurl at him by laying of wait, that he die;

21 Or in enmity smite him with his hand, that he die: he that smote him shall surely be put to death; for he is a murderer: the revenger of blood shall slay the murderer, when he meeteth him.

22 But if he thrust him suddenly without enmity, or have cast upon him any thing without laying of wait,

23 Or with any stone, wherewith a man may die, seeing him not, and cast it upon him, that he die, and was not his enemy, neither sought his harm:

24 Then the congregation shall judge between the slayer and the revenger of blood according to these judgments:

25 And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

26 But if the slayer shall at any time come without the border of the city of his refuge, whither he was fled;

27 And the revenger of blood find him without the borders of the city of his refuge, and the revenger of blood kill the slayer; he shall not be guilty of blood:

28 Because he should have remained in the city of his refuge until the death of the high priest: but after the death of the high priest the slayer shall return into the land of his possession.

29 So these things shall be for a statute of judgment unto you throughout your generations in all your dwellings.

30 Whoso killeth any person, the murderer shall be put to death by the mouth of witnesses: but one witness shall not testify against any person to cause him to die.

31 Moreover ye shall take no satisfaction for the life of a murderer, which is guilty of death: but he shall be surely put to death.

32 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

33 So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.

34 Defile not therefore the land which ye shall inhabit, wherein I dwell: for I the Lord dwell among the children of Israel.
