ಇಸ್ರಾಯೇಲ್ ಮಕ್ಕಳು ಐಗುಪ್ತದೇಶದಿಂದ ಬಂದ ನಂತರ ಕರ್ತನು ಅವರ ಸಂಗಡ ಒಡಂಬಡಿಕೆ ಯನ್ನು ಮಾಡಿದಾಗ ಮೋಶೆಯು ಹೋರೇಬಿನ ಬಳಿ ಯಲ್ಲಿ ಮಂಜೂಷದೊಳಗೆ ಇಟ್ಟ ಕಲ್ಲಿನ ಎರಡು ಹಲಿಗೆಗಳ ಹೊರತು ಅದರಲ್ಲಿ ಮತ್ತೇನೂ ಇರಲಿಲ್ಲ.

ಆಗ ಮೋಶೆಯು ತಿರುಗಿಕೊಂಡು ಎರಡೂ ಬದಿಯಲ್ಲಿ ಬರೆದಿರುವ ಹಲಗೆಗಳಾದ ಸಾಕ್ಷಿಯ ಎರಡು ಹಲಗೆಗಳನ್ನು ಕೈಯಲ್ಲಿ ಹಿಡಿದುಕೊಂಡು ಬೆಟ್ಟದಿಂದಿ ಳಿದನು; ಆ ಹಲಗೆಗಳು ಈ ಪಕ್ಕದಲ್ಲಿಯೂ ಆ ಪಕ್ಕದಲ್ಲಿಯೂ ಬರೆಯಲ್ಪಟ್ಟಿದ್ದವು.

ಆತನು ಮೋಶೆಯ ಸಂಗಡ ಸೀನಾಯಿ ಬೆಟ್ಟದಲ್ಲಿ ಮಾತನಾಡಿ ಮುಗಿಸಿದ ಮೇಲೆ ಅವನಿಗೆ ಆ ಎರಡು ಸಾಕ್ಷಿ ಹಲಗೆಗಳನ್ನೂ ಕೊಟ್ಟನು. ಅವು ದೇವರ ಕೈಯಿಂದ ಕೆತ್ತಲ್ಪಟ್ಟ ಕಲ್ಲಿನ ಹಲಗೆಗಳಾಗಿದ್ದವು.

ಇದಲ್ಲದೆ ಒಡಂಬಡಿಕೆಯ ಪ್ರುಸ್ತಕವನ್ನು ತೆಗೆದುಕೊಂಡು ಜನರ ಮುಂದೆ ಓದಿದನು. ಆಗ ಅವರು--ಕರ್ತನು ಹೇಳುವದನ್ನೆಲ್ಲಾ ನಾವು ಮಾಡಿ ವಿಧೇಯರಾಗುವೆವು ಅಂದರು.

ಆದದರಿಂದ ಈಗ ನೀವು ನನ್ನ ಮಾತನ್ನು ಕೇಳಿ ನನ್ನ ಒಡಂಬಡಿಕೆಯನ್ನು ಕಾಪಾಡಿ ದರೆ, ಸಮಸ್ತ ಜನರಲ್ಲಿ ನೀವು ನನ್ನ ಅಸಮಾನ್ಯವಾದ ಸಂಪತ್ತಾಗಿರುವಿರಿ; ಭೂಮಿಯೆಲ್ಲಾ ನನ್ನದೇ.
