Romans 13:4
શાસક તો દેવનો સેવક છે. જે તમને મદદ કરે છે. પરંતુ જો તમે કઈક ખોટું કરશો તો તમારે ડરવું પડશે. શાસક પાસે શિક્ષા કરવાની સત્તા હોય છે, અને તે એ સત્તાનો ઉપયોગ કરશે. ખોટાં કામો કરનાર લોકોને સજા કરતો અધિકારી દેવનો સેવક છે.
