રાજા તથા તેના અધિકારીઓને મમૂખાનની સલાહ પસંદ પડી અને તે પ્રમાણે કર્યુ.

પછી જે કન્યા રાજાને સૌથી વધુ પસંદ પડે તે કુમારિકા વાશ્તીને બદલે રાણી થાય. આ સલાહ રાજાને ગમી, તેણે તરત જ આ યોજનાનો અમલ કર્યો.

જો રાજાને પસંદ પડે તો અમારીં સલાહ આ છે: જેને ઇરાન અને માદાયના કાનૂનોમાં લખવામાં આવશે અને તેને બદલી શકાશે નહિ, શાહી ફરમાન બહાર પાડો: “વાશ્તી રાણીએ અહાશ્વેરોશ રાજાની હાજરીમાં ક્યારેય ન આવવું.” પછી આપ બીજી કોઇ વધુ પાત્રતાવાળી સ્ત્રીને રાણી બનાવો.
