Deuteronomy 16:18
“તમાંરા યહોવા દેવ તમને જે બધાં નગરો આપે તેમાં તમાંરે વંશવાર ન્યાયાધીશો તથા બીજા વહીવટી અધિકારીઓની નિમણૂક કરવી, અને તેઓએ સમગ્ર દેશમાં ઉચિત ન્યાય કરવો.
