Numbers 35:12
એ નગરમાં તે મરનારનું વેર લેવા ઈચ્છતા સગાથી તે સુરક્ષિત રહી શકે. સમાંજ સમક્ષ ન્યાય ચલાવ્યા વિના તેને માંરી શકાય નહિ.

એમ બને કે બદલો લેવા માંટે મરનારનો નજીકનો સગો ગુસ્સાથી તેની પાછળ દોડે, તે આ ખાસ શહેર પહોચે તે પહેલા પકડી લે અને માંરી નાખે કારણ કે તે ઘણુ દુર છે. આમ નિર્દોષ વ્યકિતનું લોહી વહેવડાવાય કારણ કે એ ખૂની દેહાંતદંડને પાત્ર ન હતો. તેણે જે માંણસને માંરી નાખ્યો તે તેને ઘૃણા કરતો ન હતો.
યહોશુઆ 20:3
અને જો ત્યાં કોઈ માંણસે અકસ્માંતથી કે અજાણતાં કોઈનું ખૂન કર્યું હોય તો આનગરો તેમના માંટે ખૂનીના સગાઓથી છુપાવા માંટેનું આશ્રય સ્થાન બની રહેશે, જેથી જેઓ ખૂનીને માંરી નાખવા માંગતા હોય, તેનાથી રક્ષણ પામી શકે.

મોતનો બદલો લેનાર, ખૂનીને મળે ત્યારે તે પોતે જ તેને માંરી નાખે.

તો સમાંજે એ માંરનાર અને મરનારના સૌથી નજીકના સગા વચ્ચેનો ન્યાય આ નિયમો પ્રમાંણે કરવો;
પુનર્નિયમ 19:11
“પરંતુ જો કોઈ વ્યકિત પોતાના પડોશીની ઇર્ષ્યા કરે કે દ્વેષ રાખે અને લાગ તાકીને છુપાઈ રહે અને તેને તક મળતાં તેના પડોશીની હત્યા કરી નાખે અને પછી આ ત્રણ નગરોમાંથી કોઈ એકમાં આશ્રય લે,
યહોશુઆ 20:9
બધા ઇસ્રાએલીઓ અને તેમની સાથે વિદેશીઓને આ સુરક્ષા માંટે નક્કી કરવામાં આવેલ નગરોમાં આશ્રય લેવાની રજા આપવામાં આવી હતી. કોઈ પણ માંણસે ભૂલમાં કોઈનું ખૂન કર્યુ હોય તો તે વ્યક્તિ આશ્રય લઈ શકે. પછી ખૂની સુરક્ષિત હશે, તેનું ખૂન બદલો લેનાર વ્યક્તિ દ્વારા નહિ થાય. પછી સમુદાય સમક્ષ તેનો ન્યાય થશે.
2 શમએલ 14:7
હવે માંરાં સગાં સંબંધીઓ તથા આખું કુટુંબ માંરી વિરુદ્ધ થઈ ગયાં છે, અને તેઓ એવી માંગણી કરે છે કે, ‘હું માંરો જીવતો રહેલો પુત્ર તેઓને સોંપું, જેથી તેઓ ભાઈનો જીવ લેવા બદલ તેનો જીવ લઈ લે. અને તેના વંશનો અંત આણે.’ જો તેઓ એમ કરે તો માંરો બાકી રહેલો અંગારો પણ બુઝાઈ જાય, અને માંરા પતિનું આ ધરતી ઉપર નામનિશાન કે વારસ ન રહે.”
