সমস্ত অধ্যক্ষগণ, গুরুত্বপূর্ণ রাজকর্মচারীগণ, মন্ত্রীগণ এবং রাজ্যপালরা একটি নির্দিষ্ট ব্যাপারে একমত হল| আপনি এ বিষযটিকে একটি আদেশ হিসাবে প্রচার করুন যা সকলে মানবে| এই আদেশটি হল য়ে পরবর্তী 30 দিনের মধ্যে কেউ যদি রাজা ছাড়া অন্য কোন দেবতা বা মানুষের কাছে প্রার্থনা করে তবে তাকে সিংহের খাঁচায় নিক্ষেপ করা হবে|

এবং তিনি এই 120 জন রাজ্যপালকে তত্ত্বাবধান করবার জন্য তিন জন অধ্যক্ষ নিযুক্ত করলেন| দানিয়েল ছিলেন এই তিনজনের একজন| রাজা এদের নিযুক্ত করেছিলেন যাতে কেউ তাঁকে ঠকিয়ে রাজ্যের ক্ষতি না করতে পারে|
